Vancouver’s New Rental Registration Program: Essential Compliance Information for Property Owners

Beginning January 2026, the City of Vancouver has implemented a comprehensive Rental Registration Program, requiring residential rental property owners to register annually. As your trusted accounting advisors, we want to ensure you understand the requirements and financial implications of this new ordinance.

Program Requirements and Timeline

All owners of long-term residential rental properties within Vancouver city limits must register each unit annually, including single-family homes, apartments, duplexes, and accessory dwelling units (ADUs). The program carries a $30 per-unit annual fee, with fee waivers available for the first year if you register within 90 days of program launch (by March 31, 2026). Beginning in 2027, registration fees will be due annually by February 15.

Registration requires basic property details including address, year built, unit type, number of bedrooms and bathrooms, owner contact information, and local emergency contact details. You must also provide a declaration that units are fit for human habitation and supply tenants with registration documentation within 30 days. Income-restricted units for tenants earning 60% or less of Area Median Income must still register but are exempt from the fee.

Owner-occupied units, short-term rentals, hotels, shelters, and healthcare facilities are exempt from registration requirements. While the current registration program does not include property inspections, the city plans to implement a rental inspection program beginning in mid-to-late 2027, which will incur additional costs beyond the registration fees.

Property owners should budget for both immediate registration costs and future inspection expenses. We recommend tracking all compliance-related costs for proper tax treatment. For large portfolios, the annual fees can represent a significant recurring expense, so we encourage clients to assess the full financial impact and consider how these costs might affect rental pricing strategies.

Begin preparing your property information now, even though registration doesn’t open until January 2026. Early preparation will help you take advantage of the first-year fee waiver and ensure smooth compliance.
